The canton of Zurich offers international flair and a high quality of life for 1.5 million people. The region is administered and shaped by over 30,000 employees in the cantonal administration. The Government Council is the highest governing and executive authority of the canton, which upholds the constitution and implements the laws, ordinances
and resolutions of the Cantonal Council.
Initial situation/requirements:
The renovation of the historic town hall required the council and all other users to be relocated to a temporary facility. The parliaments of the canton and city of Zurich therefore met in the Hard Church (Bullinger Church) until the town hall was repaired. In order to maintain ongoing operations, a complete audiovisual system was essential. These components were planned in such a way that they could be taken over in their entirety during the "return move". Kilchenmann was commissioned with the specialist planning mandate for the entire hall system for coordination, audio and video. This contract also included the conception and integration of the digital interfaces of all peripheral systems and the software development with a simple operating concept for the local hall system.
Technical implementation:
The multi-client capable voting system is used by bodies such as the canton, city, municipality, churches and the youth parliament. However, the system can also be used for other groups as an impersonal discussion system. The user starts his client via touch panel and thus parameterizes the entire system. Various presentation connections and wireless microphones turn the room into a multifunctional space or even a concert hall.
The fully digitalized use of the Cantonal Council includes the import of agenda items and members from CMI Axioma through to export and minutes via Recapp Kanparl. Authentication using an RFID card enables free choice of seat and authorizes the user through their profile. Attendance data and daily allowance statements are also possible. The fast processing of the data allows the viewer to experience the sessions in the livestream with image and sound at any time, fully informed. The cloud-based software from Recapp processes the data from the council chamber live and transcribes the spoken word into text using AI. Other user groups benefit from the high flexibility of the engineering and record their word marks and the spoken word fully automatically using the Verbalix software from it-processing. Thanks to a simple, media-break-free and role-based operating system, all leading bodies are able to experience the council process productively and error-free.
